Vacancy numbers for Mumbai circulate online regularly. Before you treat one as proof that the market is oversupplied, ask three questions: when was it measured, what area does it cover, and what exactly was counted? Most headlines fail at least one.
1. Census "houses" are not flats for sale
The most-quoted official source is the Census of India's H-01 table, "Census houses and the uses to which they are put" — last published for 2011. A vacant census house is simply unoccupied on the census date. It is not a list of flats on the market. An empty flat may not be for sale at all; an occupied flat may be about to be listed.
2. Which "Mumbai"?
Mumbai City district, Mumbai Suburban district and the Mumbai Metropolitan Region are three different areas. A figure for one is not the figure for the others, and adding district totals to a city total that already includes them double-counts.
3. Old data stays old
A 2011 statistic republished in 2026 is still a 2011 statistic. Census 2027 house-listing visits in Maharashtra ran from 16 May to 14 June 2026. Until a new Mumbai total is formally released from that exercise, treat any figure you see as a dated one.
4. Unsold inventory is a different measure
Developer-market reports count unsold homes in the projects they track — sometimes under-construction, sometimes completed, sometimes only certain developers. They usually do not count an owner's empty resale flat. You cannot subtract one from the other and call it a trend.
The practical takeaway
Use vacancy headlines as background, not as a price signal for your street. A large city-wide number tells you nothing about the flats available in your pocket and budget. And a vacant flat is not automatically a bargain — check why it is empty, whether possession can be given, and whether charges or occupancy issues are pending.
Frequently asked questions
Can a 2011 vacancy figure describe Mumbai today? No. It describes 2011.
Are vacant homes the same as unsold homes? No. Vacancy is about occupancy; unsold inventory is about sales status in a defined dataset.
Does a high vacancy number mean prices will fall? It does not establish that for any particular location or building.
